Mare Island Specific Plan

This project is a comprehensive update to the Mare Island Specific Plan, originally adopted by the Vallejo City Council in 1999. The draft plan, submitted by the Mare Island Company (MIC) in October 2024, envisions redeveloping Mare Island into nine livable, connected, and diverse neighborhoods, each with a unique character and a variety of development patterns inspired by the island’s history and ecology. The draft land use plan is estimated to accommodate up to 14,000 homes and between 14,900 and 17,000 jobs.

  • Some of the key objectives outlined in the draft include:
  • Increasing job diversity, with an emphasis on returning to local manufacturing. 
  • Allowing more housing and a greater variety of housing types.
  • Creating walkable, convenient, and healthy neighborhoods.
  • Modernizing mobility strategies.
  • Promoting a diverse, equitable, and multi-generational community.
  • Fostering resilient buildings, infrastructure, and landscapes.

PROJECT STATUS

This project is currently underway. The City is reviewing the initial draft plan and has circulated it to various departments and external agencies for feedback. A consolidated set of comments is expected to be provided to MIC by the end of May 2025. On April 15, 2025, the City issued a Request for Proposals (RFP) to solicit bids from qualified environmental consulting firms to prepare an Environmental Impact Report (EIR) for the specific plan.
