Where is a Parking Fee Required?

A parking fee is required for anyone, including those residing in, or visiting, the following areas: any city-owned Downtown Lot (Monday through Friday, 9 a.m. to 6 p.m.) and any Waterfront Lot or the Vallejo Station Parking Structure (24/7/365). Where Can I Park for Free?

Free parking is available in the Downtown Lots on weekday evenings (Monday through Friday, 6 p.m. to 9 a.m.) and all day on Saturdays and Sundays. Vehicles may also park for free in any of the "time-limited" lots, or on the street, at no cost, however must adhere to the posted time limits applicable to their parking locations. Parking beyond the time limit will result in a citation.

How are Parking Fees Used?

As a means to eliminate a general fund subsidy, parking fees were set to cover projected expenses by July 2020, as adopted pursuant to Vallejo Municipal Code (VMC) 8.04.110, 8.20.200. In June 2017, the Vallejo City Council approved a tiered Waterfront parking fee schedule, with the final scheduled fee increase effective July 1, 2019.

The Downtown and Waterfront parking lots and structure are part of the Parking Enterprise Fund, wherein all revenue generated by parking fees, and all parking-related expenses, are contained within the Fund, and is tracked and accounted separately from the General Fund and other City Funds. Revenue generated by citations is captured within the City's General Fund, and is not included in the Parking Fund. Parking fees cover the cost of staffing, overhead, lighting, utilities, landscaping, janitorial, grounds, pavement, signage, infrastructure, maintenance, security, technology, enforcement, and more.

Throughout the last few years, the lots have had upgraded signage installed, as well as upgraded lighting, including extended light pole arms, and brighter lights, and select lots have received landscaping enhancements, as well as treatment and fillers to address existing pavement surface deficiencies. The City recently contracted with a new security firm, and is working to provide expanded and enhanced security coverage via real-time monitoring of security cameras, as well as adding additional surveillance cameras to parking areas. Currently, several Downtown lots are scheduled to undergo significant rehabilitation to update the lots and bring them in line with current ADA standards and requirements, which includes grading, striping, and signage. Landscaping and grounds within the lots continue to be maintained by both the City’s Grounds Division and the City’s contracted landscaping firm.

As the Parking Fund continues to stabilize and grow, revenues will continue to be reinvested into the public parking areas, in order to provide for additional public parking enhancements.

Do I need to display my receipt?

No. Parking fees are electronically tied to your license plate number once you've paid.

I don't have a license plate, how do I pay?

If you have a new vehicle, with temporary plates, please use that plate number. Please be sure to update your account with the permanent license plate number as soon as you receive your new plates and affix them to your vehicle. The automatic license plate reader used by enforcement will not recognize the payment associated to that license plate if you are still using your temporary plates.

I have specialized plates, with special characters, how do I pay?

If you have special characters in your plate number, please exclude the symbols and any spaces.

Can I park overnight and/or for multiple days?

Overnight and/or parking for multiple consecutive days is permitted as long as the time purchased covers the duration of time you are parked. The garage and lots are accessible 24/7/365.

My plans changed and I need to park for longer than I originally paid for, can I add more time?

Yes. If you paid with a debit/credit card at the kiosk, and entered your mobile number, or used the Passport app, you will receive a text message or app alert when your time is about to expire. Be sure to enable notifications within the app. Passport Zone Codes are as follows: Waterfront: 9452, Downtown: 9451. You can only add time if your parking session has not yet expired. Waterfront parking can only be extended by using the Passport app, not via text message.

How do I contest a parking citation?

Citation appeals are handled by the City of Vallejo's Police Department, Traffic Division. You may visit their website here, or call (707) 651-7172.

Can I pay cash for parking?

Only the kiosk in the Ferry Building accepts cash; exact payment is required, change is not given.

Do you issue refunds?

Refunds are only issued in the case of a duplicate transaction.

I have multiple vehicles registered to my monthly permit, how does that work?

You may have up to four vehicles registered under your monthly permit, however you may only park one vehicle at a time. If more than one vehicle is found to be in the parking lot and/or structure at the same time, each vehicle after the first will receive a citation. If you need to park more than one vehicle at a time, you will need to purchase a permit for each vehicle that is simultaneously parked.

What is the clearance height of the parking garage?

The two lower levels of the parking garage have a clearance of thirteen feet. There are no height restrictions on the surface lots or the top level of the parking garage, as long as the vehicle is not considered over-sized as per the Vallejo Municipal Code.

Where do I park an over-sized vehicle?

Over-sized vehicles are not permitted in City lots. A vehicle is considered over-sized if any of the following is true: a gross weight in excess of 6,000 pounds, an overall length in excess of 21 feet, a house trailer or truck trailer. If a vehicle takes up more than one parking stall, but does not meet the above limitations, the customer must pay for the amount of parking stalls used.

I have a disabled placard, do I have to pay to park?

All vehicles parking in paid lots and/or structures must pay to park. Those who possess a valid disabled placard may park for unlimited periods in any time-limited location with posted time-limits. For more information please visit the California DMV website here.

Is there security?

Yes. First Security Services is onsite 24/7, and is available to escort parkers to and from their vehicles by request. They can be contacted at (800) 400-1110.

Is there parking enforcement?

Yes. SP+ can be contacted at (209) 944-9490.

What do I do in the event my vehicle was vandalized, or if I witness a crime in progress?

If you witness a crime in progress, including vandalism, please dial 911. Additionally, security is onsite in the parking lots and garage 24/7, and security's dispatch can be reached 24/7 at (800) 400-1110. If your vehicle has been vandalized, and it is clear the perpetrator is no longer present, please click here to file an online police report. Are there any electric vehicle charging stations?

There is a 3-hour EV charger between City Hall and the JFK Library.

Where can I lock my bike?

Solano Transportation Authority (SolTrans) has bike lockers available; please contact them at (707) 648-4666 for more information.

Where can I report a non-emergency maintenance or kiosk issue?

Do you offer discounts for residents?

Downtown monthly parking fees are discounted for residents who provide proof of identification and downtown residency. Waterfront parking fees are not discounted. You may apply online here. Paper applications can also be found here.

Can I use my Wage Works or Commuter Check benefits for parking?

Yes. Please have the check mailed here, and send us an email to inform us the check will be arriving, to ensure the funds are properly linked to your account. Please be sure to include your full name and the make, model, color and license plate number of each vehicle you wish to add to your account.
