Judy Shepard-Hall

Judy Shepard-Hall was appointed as the Housing Manager for the City of Vallejo on October 15, 2018. Ms. Shepard-Hall has more than 20 years of executive and senior management experience in affordable housing and has overseen varied housing and related programs, including Section 8, PRAC, LOSP, RAD and Tax Credit. Her affordable housing industry experience has included working with compliance agencies, developers, property management software developers, and asset managers.

Having served in senior positions with a variety of non-profit and for profit housing organizations, Ms. Shepard-Hall brings a variety of perspectives to her current position. She has served as interim executive director during the economic turnaround of an organization and held a variety of senior positions in the San Francisco Bay Area working on real estate activities such as Property Management, Compliance, Facility Management, and Asset Management.

Prior to joining the City of Vallejo, Ms. Shepard-Hall served at Mercy Housing, managing very large account and coordinating with the City of San Francisco and the San Francisco Housing Authority.

Ms. Shepard-Hall was born and raised mostly in St. Thomas, U.S. Virgin Islands. Ms. Shepard-Hall earned a Bachelor's of Science in Finance. She holds several professional certifications: Certified Professional of Occupancy and Certified Tax Credit Specialist. A former Vallejo resident and current property owner, she lives in Benicia with her husband, two sons, and two dogs.
