Project Based Voucher Interest List Openings
The Housing Authority of the City of Vallejo (HACV) will accept pre-applications for the Project Based Voucher Program (PBV) interest lists. The HACV will conduct an electronic lottery selection from the pre-applications to determine a waiting list for each PBV project.
The PBV waiting list will be established for the following projects and selected preferences:
- Sereno Village – One Bedroom and Two Bedroom units: Project preference (homeless), this project also has units for non-homeless individuals.
- Avian Glen Apartments – Only Three Bedroom units available: No preference requirements
- Vallejo Housing and Collaborative – Two Bedroom units: Project preference (homeless)
Pre-Applications will be accepted beginning on Monday, October 20, 2025, at 8:00 a.m. through Friday, October 31, 2025, at 5:00 p.m. (PST).
Selected applicants from the waitlist must meet the eligibility requirements of both the Housing Choice Voucher program and the selected PBV project requirements and preference to qualify for a unit at the time of intake.
This is NOT for the Housing Choice Voucher (Section 8) waitlist.
TO APPLY YOU MUST BE:
- 18 years of age or older or legally emancipated
- A U.S. citizen or eligible immigrant and have legal capacity to enter a lease under the state and local law.
How to submit a pre-application:
All pre-applications must be submitted online at the following link
https://waitlistcheck.com/CA1004 using any smart device or computer. Please note that you will need an email address to apply. One application is allowed per family. Incomplete or duplicate applications will be rejected. To complete the application for the PBV program you will need the following information for all people in your household:
- social security number
- date of birth
- total income received from all sources

All notifications of selection status will be sent to the email address identified in the assistance connect portal.
The following preferences have been established.
- Homeless: A homeless family is one that meets the HUD definition of homeless under 24 CFR 91.5
Paper applications will be available for pick up in alternative formats upon request as a reasonable accommodation. Completed Paper application will be accepted with a date and time stamp by the Housing Authority and added to the interest list. The Vallejo Housing Authority must receive paper pre-applications by 5:00 p.m. on October 31, 2025.
Paper applications and electronics application submissions not received by the 5:00 pm deadline will NOT be included in the lottery selection process.
The VHA offers language assistance to ensure LEP applicants have meaningful access to the HCV program.
