Project Based Voucher Interest List Openings

The Housing Authority of the City of Vallejo (HACV) will accept pre-applications for the Project Based Voucher Program (PBV) interest lists.  The HACV will conduct an electronic lottery selection from the pre-applications to determine a waiting list for each PBV project.

The PBV waiting list will be established for the following projects and selected preferences:

• Sereno Village – One Bedroom and Two Bedroom units: Project preference (homeless), this project also has units for non-homeless individuals.
• Avian Glen Apartments – Only Three Bedroom units available: No preference requirements
• Vallejo Housing and Collaborative – Two Bedroom units: Project preference (homeless)

Pre-Applications will be accepted beginning on Monday, October 20, 2025, at 8:00 a.m. through Friday, October 31, 2025, at 5:00 p.m. (PST).

Selected applicants from the waitlist must meet the eligibility requirements of both the Housing Choice Voucher program and the selected PBV project requirements and preference to qualify for a unit at the time of intake.

This is NOT for the Housing Choice Voucher (Section 8) waitlist.

TO APPLY YOU MUST BE:

• 18 years of age or older or legally emancipated
• A U.S. citizen or eligible immigrant and have legal capacity to enter a lease under the state and local law.

How to submit a pre-application:

All pre-applications must be submitted online at the following link
https://waitlistcheck.com/CA1004using any smart device or computer.  Please note that you will need an email address to apply. One application is allowed per family. Incomplete or duplicate applications will be rejected. To complete the application for the PBV program you will need the following information for all people in your household:

• social security number
• date of birth
• total income received from all sources

All notifications of selection status will be sent to the email address identified in the assistance connect portal.

The following preferences have been established.

• Homeless: A homeless family is one that meets the HUD definition of homeless under 24 CFR 91.5

Paper applications will be available for pick up in alternative formats upon request as a reasonable accommodation. Completed Paper application will be accepted with a date and time stamp by the Housing Authority and added to the interest list.  The Vallejo Housing Authority must receive paper pre-applications by 5:00 p.m. on October 31, 2025.

Paper applications and electronics application submissions not received by the 5:00 pm deadline will NOT be included in the lottery selection process.

The VHA offers language assistance to ensure LEP applicants have meaningful access to the HCV program.

Vallejo's Housing Department Temporarily Adjusts Lobby Hours

Due to temporary staffing shortages and increased workload, the City of Vallejo Housing and Community Development Department will adjust its lobby hours starting Monday June 23, 2025. The new schedule allows staff to address service backlogs and maintain quality support. Regular hours will resume once staffing improves, with updates provided as available.

Temporary Lobby Hours (Effective June 23, 2025):

·     Monday–Thursday: 8:00 a.m.–12:00 p.m.

·     Friday: Closed

The Department is hoping to return to regular hours in fall 2025.

Public Comments: 2024 Administrative Plan

 On December 10th, 2024, Vallejo Housing Authority held a public hearing for comments regarding the 2024 Administrative Plan. During the hearing, one member of the public made comments via phone to request information on how families can receive a housing choice voucher from the project-based program and how to be placed on the waiting list.

Request for Proposal (PBV) Q&A

• Is a printed application required to be delivered in person or by mail?  This information can be found in the application.

• What are your office hours over the holidays?The Housing Department will be open during the holidays with regular business hours, except Christmas day and New Years Day.

• The VHA's response to applicant's questions is listed to be replied to by December 23rd. We are concerned with the tight turnaround time as our office is closed 12/24 - 12/26 and 12/31 - 1/1. All questions presented according to the application will be addressed and posted on the VHA website.

Housing Successor Agency Annual Report

The Annual Report regarding the Low- and Moderate-Income Asset Fund (LMIHAF) for Fiscal Year (FY) 2023-24 is scheduled to be reviewed by the Housing Authority Board of the City of Vallejo on December 17, 2024, for submission to the California Department of Housing and Community Development by no later than December 31, 2024. The City must adhere to expenditure limits and annual reporting related to housing assets of the former Vallejo Redevelopment Agency that are now held by the Housing Successor, the Vallejo Housing Authority. Vallejo Housing Authority is now accepting proposals from owners and/or developers for Project-Based Vouchers (PBV) available under the Housing Choice Voucher program.

Up to 200 Project Based Vouchers are available under this RFP and the proposed units must be within the jurisdiction of the VHA. The VHA intends to award Project Based Vouchers to more than one Respondent for existing/substantial rehabilitation units, and new construction projects which are all eligible for consideration.

The Housing Authority of the City of Vallejo is releasing a proposed update to the 2024 Housing Choice Voucher Program Administrative Plan for public comment. A summary of the proposed change can be found here.

The public comment period begins October 25, 2024, through December 10, 2024.  All comments must be received by Tuesday, December 10, 2024, at 4:00 p.m. Written comments may be submitted via:

• December 16, 2020 - HOUSING SUCCESSOR AGENCY ANNUAL REPORT The Annual Report regarding the Low- and Moderate Income Asset Fund (LMIHAF) for Fiscal Year (FY) 2019-20 has been approved by the Housing Authority of the City of Vallejo (HACV) for submission to the California Department of Housing and Community Development by no later that December 31, 2020. The City must adhere to expenditure limits and annual reporting related to housing assets of the former Vallejo Redevelopment Agency that are now held by the Housing Successor, the HACV. • January 17, 2020 - HACV FIVE-YEAR PLAN FOR FY 2020-25 AND ANNUAL PLAN FOR FY 2020-21 The Housing Authority of the City of Vallejo (HACV) is required by the U. S. Department of Housing and Urban Development (HUD) to prepare a Five-Year Plan once every 5th fiscal year and an Annual Plan every fiscal year. The HACV's current 5-Year Plan was prepared and submitted to HUD in 2015. Anyone interested in commenting on the plans is invited to attend a public hearing scheduled by the Vallejo Housing Authority on Tuesday, March 24, 2020 at 6:45 p. m. in the Council Chambers of City Hall, 555 Santa Clara Street. • October 3, 2019 - HACV TENANT COMMISSIONER VACANCY The City of Vallejo is requesting applications to serve on the Housing Authority of the City of Vallejo. Applicants must be a participant in Housing Choice Voucher Program at the time of application. In accordance with Health & Safety Code Section 34272(a), tenant commissions shall be appointed for a term of two years. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration here.

• September 19, 2019 - VALLEJO HOMELESS NAVIGATION SHELTER In May, Vallejo City Council approved the use of Fiscal Year (FY) 2019-20 Community Development Block Grant (CDBG) Program funding in the amount of $658,842 for the acquisition and construction of a public facility for a navigation center to address the needs of the homeless population. Last month, City staff identified a potential location for the proposed center. In the coming month, City staff will provide a recommendation to the Vallejo City Council for consideration of the property. For more information, please click here to view the press release.

• September 16, 2019 - SOLANO COUNTY OPENS ITS SECTION 8 WAITING LIST The Solano County Housing Authority is opening its Housing Choice Voucher Section 8 Program Waiting list starting Tuesday, September 17, 2019 at 8:30 a.m. through Monday, September 23, 2019 at 5:00 p.m. Please read their flyer here.

• September 3, 2019 - SECTION 8 TEXTING SCAM If you have received a text message suggesting that the Vallejo Housing Authority's Housing Choice Voucher/Section 8 Program waiting list is open for registration, this is a phone scam and is not affiliated with the HACV or HUD. The HACV does not send text messages nor will collect any information from the public via text messages.

• August 28, 2019 - REQUEST FOR PROPOSALS We are inviting developers and owners of property within the Vallejo City limits to submit proposals for the Section 8 Project-Based Voucher Program. • Rental House Price Gouging

1. On June 27, 2019, the City Manager signed a seven-day emergency proclamation that will prevent price gouging and cap rental increases at 10%, consistent with the executive order issued by Governor Brown in 2017. With this emergency proclamation in effect as of June 27, landlords are prohibited from raising rents more than 10 percent annually and, if they do, they may be criminally prosecuted. This action taken by the City prevents any increases of over 10% at both Strawberry Hill and Holiday Gardens, as well as the other properties contemplating increases beyond 10 percent. 2. On July 3, 2019, a special City Council meeting was held to ratify the
   Proclamation of Emergency by the Director of Emergency Services of the City of Vallejo issued by the City Manager/Director of Emergency Services on June 27, 2019. Staff was directed to revise the Vallejo Municipal Code to include a Price Gouging Ordinance.
3. On July 16, 2019, a special City Council meeting was held to adopt the 30-day urgency ordinance with a retroactive effective date of July 1, 2019 and renewal for up to two years, with a super majority vote (5 affirmative votes). Read the Staff Report and Emergency Ordinance of the City of Vallejo Adding Chapter 7.300 (Prohibition on Price Gouging) to Title 7 (Public Health Safety and Welfare) of the Vallejo Municipal Code to Impose Prohibition on Price Gouging During and Following a Declared Emergency here.
4. On August 1, 2019, a special City Council meeting to renew the Price Gouging Ordinance for another 30 days. Read the Staff Report and the Resolution of the City Council of the City of Vallejo Reaffirming the Proclamation of Emergency by the Director of Emergency Services Dated June 27, 2019 and Modifying the Time Period in Resolution 19069 for Future Reaffirmation here.
5. On September 13, 2019, the Governor of the State of California is scheduled to sign Assembly Bill No. 1482 to cap rent increases effective January 1, 2020 through December 31, 2023. Read AB 1482 here.
6. On September 24, 2019, the City Council adopted the 60-day reaffirmation of the emergency proclamation.
