The amount of contract rent requested for a unit and utility allowance are added together, and must fall within the applicable Payment Standard determined annually by HUD. To determine whether a unit exceeds the applicable Payment Standard, all utilities (electric, oil, natural gas, propane, water/sewer, etc.) must be included in the housing assistance calculation.
