City Council Priority: Establish Housing Policies

At the Council Goal Setting in March 2019, the Council expressed a desire to establish housing policies and designated this as a Tier 2 priority.
Listed below are a number of the action items associated with this priority:

  • Establish a Housing Strategy
  • Identify goals for market rate housing, work force housing and low income housing
  • Hold a study session with Council within 6 months
  • Review of relevant legislation and staff recommendations
  • Create policy within 12 months

UPDATE – FEBRUARY 25, 2020: CITY HOLDS COMMUNITY MEETING ON HOUSING

On February 25, the City held a Community Meeting on housing to engage residents in tackling housing needs and challenges in Vallejo. The meeting ran from 5:30 p.m. to 7:00 p.m. at the JFK Library’s Joseph Room. Residents discussed how the City should refine its policies, plans and programs to enhance the housing opportunities for all residents. Spanish and Tagalog translators were available.

UPDATE – DECEMBER 11, 2019: PLANNING AND DEV. SERVICES HOLDS MEETING TO REVIEW HOUSING POLICIES

On December 11, 2019, the Planning & Development Services held a kickoff meeting with the Housing Department and a consultant to review Housing policies and update the General Plan Housing Element.

UPDATE – NOVEMBER 2019: COMMUNITY DEVELOPMENT DEVELOPS PROCESS FOR ESTABLISHING HOUSING POLICIES

In November 2019, Community Development & Housing Division staff met with the consultant to develop a process for establishing housing policies. The consultant hired to facilitate the development of a housing policy/strategy, Libby Seifel, recommended that the City begin with a series of three (3) meetings with participants who are representative of stakeholder groups in the community. Functioning similar to a focus group, these stakeholder meetings are comprised of approximately 12 people each and are representing a variety of groups and interests within the community, including youth, the faith community, non-profits, education, businesses, developers, realtors, etc. The intent of these initial stakeholder meetings on January 27th is to gather information about housing in Vallejo prior to holding two public study sessions, one in February and one in April. The April study session will be with the Council, in order to present recommendations and receive direction on housing policies, as well as potential revenue tools.

UPDATE – NOVEMBER 18, 2019: CITY AND LOCAL HEALTHCARE SYSTEMS COLLABORATE TO BUILD NAVIGATION CENTER FOR THE HOMELESS

A. Vallejo Navigation Center to be Constructed

The City of Vallejo announced today that it has secured the funding needed to move forward with the construction and operation for a proposed Vallejo Navigation Center in south Solano County. The center will provide access to temporary housing and wraparound services to support men and women living unsheltered in the City of Vallejo.

B. Local Partners

This center is made possible thanks to a combined investment of $6.2 million from three not-for-profit healthcare systems: Sutter Health, Kaiser Permanente and NorthBay Healthcare.

C. Services Offered

The center will serve as a "one-stop shop" for services that are critical to help address some of the core causes of homelessness. Providing navigation can help connect individuals to the right services to improve their ability to obtain and maintain shelter.

It will include:

  • Access to shelter beds
  • Individual case management to help connect those who need services like respite care after medical treatment, substance abuse counseling, mental health support and job training
  • Assistance with housing readiness support, training and securing permanent housing

D. Logistics

The center will receive referral services from direct referral partners, including law enforcement, area hospitals, coordinated entry and the Veteran's Administration.

It is scheduled to welcome its first clients in 2020 and will be operationally sustainable for the next three years, thanks to the investments of Sutter Health, Kaiser Permanente and NorthBay Healthcare. For more information, see the City of Vallejo's coverage.
