Project Based Voucher Program

Project-based vouchers are a component of a public housing agencies (PHAs) housing choice voucher program. A PHA can attach up to 20 percent of its voucher assistance to specific housing units if the owner agrees to either rehabilitate or construct the units, or the owner agrees to set-aside a portion of the units in an existing development.

The difference between the Project-based Voucher Program and the Housing Choice Voucher Program is that the subsidy remains with the development in the project-based program; the subsidy is not portable.

Project-based Assistance

Families pay a portion of their income to the landlord each month to cover their portion of the rent. The Housing Authority pays the difference between what the family can afford and the rent the owner is asking.The family receives the assistance only if they agree to live at this site.
